The City has received an Official Plan and Zoning By-law Amendment, for lands totaling between Thorold Townline Road and Beechwood Road, on either side of the Uppers Lane Right of Way (see location map).

The applicant, Walker Aggregates Inc., is requesting the amendments to develop a quarry with associated processing and recycling of aggregate material including asphalt and concrete, and a concrete or asphalt mixing plant on the lands.

The land is currently designated as Good General Agriculture, an Environmental Conservation Area, and an Environmental Protection Area.

In addition to the application to the City, required applications to permit the quarry have been submitted to the Regional Municipality of Niagara for a Regional Official Plan Amendment, and to the Ministry of Natural Resources and Forestry for Category 2 (Below Water Quarry) – Class A License.
